Europe has lived for years now inside a permanent state of adjustment. We absorbed the financial crisis. We navigated migration. We managed Brexit. We endured a pandemic. We faced the return of war on the continent.
This is not nothing. It is an achievement.
But a continent cannot survive for long without knowing where it is going. It cannot flourish. It cannot decide its own future.
Today, some of Europe’s deepest assumptions no longer hold: the unquestioned transatlantic bond, the long opening of the world, the sense that history’s direction is gently in our favour. These certainties are trembling. Some are already collapsing.
The real problem is not that the world is changing — it is that we don’t know who we want to be when it does.

We are a startup in the world of ideas, with one purpose: to help Europe think forward, and to turn that thinking into decisions.
Our work begins where Europe struggles most: between analysis and action, between elite debate and public language, between scattered excellence and shared direction. Europe is not short of analysis. It is short of clarity. Short of doctrine.
Our ambition is to build that missing layer: not with a constant stream of commentary, but with a disciplined effort to take Europe’s future seriously: to look toward 2040 and ask, with the urgency it deserves, who we are becoming as a continent, what we must retain, and what we must build.
We do this through three movements.
We seek the ideas Europe needs but has not yet found, and the people who carry them. Not only policy specialists, but writers, builders, historians, artists, technologists, and the kind of European mavericks who see around corners. We are interested in hypotheses that challenge consensus, in uncomfortable options, in doctrines that can hold in hard times.
Ideas without traction are decoration. We work to make ours land: in policy options that decision-makers can adopt, in operational coalitions that can carry them, in public language that can defend them.
Strategy begins with language. Europe cannot decide what it cannot name. We shape the concepts, doctrines, and frameworks through which a continent can think itself strategically and act accordingly.
This is not only a programme. It is a wager.
A wager that Europe’s best days are still ahead — but only if we act confidently. A wager that democracy can remain legitimate and effective — but only if it delivers under pressure. A wager that Europe can hold its sovereignty in an age of technologies that erode it — but only if it treats this as a question of power. A wager that Europe can defend its model against competing alternatives — but only if it understands power again. A wager that a continent of many priorities can still build a shared one.
Membership is not decorative.
It is constitutional.
The people in this community do not lend their name to a programme. They build one. They contribute language, effort, and time to a shared framework — where ideas compound, and where what each of us brings becomes what all of us can use.
Because Europe’s future will not be secured by one institution, one leader, or one plan. It will be secured by a generation capable of thinking together, acting together, and speaking to each other across borders.
EFI was founded by alumni of the Europe’s Futures Fellowship, a community that has worked together on the future of the continent since 2018.
